In further reply to your letter of the 16th instant

enclosing a dospatch and various documents from the Colonial

Office and His Excellency the Governor of Hong Kong, we have

now been able to consider the various papers received and beg

to report as follows:-

In our letter to you of October 18th 1907, we

discussed at some length Mr. Eves' estimate of June 1907

amounting to $8,000,058, and although in reporting to you in

that letter we made some additions to this estimate, we propose

in order to prevent confusion to adhere to the above figures

as it is on these that His Excellency has based his analysis

at the end of the Mimibe accompanying his despatch.

With this total of $8,000,052 we have now to compare

the Chief Resident Engineer's revised estimate of March 1909

amounting to $11,004,118. It will be clearly seen from His

Excellency's analysis (altbugh we do not quite agree with the

figures given therein) that this excess is due to two reasons,

namely,
